Italian Christmas Cookies

Ingredients:
1 cup (200g) Arborio rice or other short-grain rice
2 cups (480ml) whole milk
1 cup (240ml) heavy cream
1/2 cup (100g) granulated sugar
1/4 tsp salt
1 tsp vanilla extract
1 tsp ground cinnamon
1/2 tsp ground nutmeg (optional)
1/2 cup (80g) raisins or currants (optional)
Ground cinnamon and/or sugar, for serving (optional)

Instructions:
Cook the rice:
